I think I had a super soaker like that when I was a kid. What looks like a magazine in front of the trigger was actually a connection for a hose. Never ran out of ammo, which is a big plus when you're in a fight, water or otherwise. On a more serious note, like Old NFO, I haven't a clue either.
It's a Tokyo Marui Airsoft from an Anime/Manga Look up Ghost in the Shell on IMFDB.ORG, the guy who did that had his illustrators make up mods like that.
