SUMMARY AS INTRODUCED:

Carrying concealed handguns; penalty.� Amends the section requiring a person to have a valid permit to carry a concealed handgun, making it legal for a person who may lawfully possess a firearm to carry a concealed firearm so long as he informs a law-enforcement officer of his possession as soon as practicable if detained and he secures the firearm at the officer's request or allows the officer to secure the weapon.

--This is very interesting in light of what recent events!

I am bit thick this morning. Does this mean what I think it means? Is this Constitutional concealed carry?

It looks like it. It's still a felony for convicts to carry. You just have to declare to the police if you end up interacting with them.

Constitutional Carry, yes. Amends the law to bring concealed carry into conformance with the Open Carry statute. The restrictions on where one can carry remain in place, and the CC Permit is still required for travel to states that reciprocate or recognize our permits.
